Birth and family background
Fact
Jual Oram was born on 22 March 1961 at Kendudihi, in the Lahunipara area of Sundargarh district, Odisha. His permanent address in the Lok Sabha record is in the same village, with the Kalaiposh post office. His father is recorded as Teria Dilga Oram and his mother as Bhutki Oram, both now deceased.
He belongs to a Scheduled Tribe. His Lok Sabha record lists his main profession as agriculturist and farming as a personal interest.

The Sundargarh context
Historical context
Sundargarh lies in north-western Odisha, bordering Jharkhand and Chhattisgarh. The district was formed in 1948 by merging the former princely states of Gangpur and Bonai. Much of the district is forested upland, and it has a large Scheduled Tribe population. Its Lok Sabha constituency is reserved for Scheduled Tribes.
Odisha is one of the ten States with Scheduled Areas declared under the Fifth Schedule of the Constitution. That framework gives Governors and Tribes Advisory Councils specific roles in tribal-majority areas. It is the constitutional setting for much of the work described later on this site.

Rourkela
Historical context
Rourkela is Sundargarh district's main industrial city. The Rourkela Steel Plant was set up there in the late 1950s with West German collaboration, as one of independent India's first public-sector integrated steel plants. The town grew around the plant, bringing an industrial and technical-training economy into a largely tribal and agrarian district.
This is the setting in which Jual Oram took his technical education.

Schooling and technical education
Fact
According to his 2024 election affidavit, he completed the Intermediate of Science through Sambalpur University in 1979. He then gained a Diploma in Electrical Engineering from U.G.I.E., Rourkela, in 1982. The Lok Sabha record confirms the diploma and the institution.
The public record gives no further detail about his primary and secondary schooling, and this page does not add any.

Work and early public engagement
Fact
The Lok Sabha record states that he worked for six years as an Assistant Foreman in the Power Group of the Construction Division of Bharat Heavy Electricals Limited (BHEL). It also lists him as an engineer and a trade unionist.
His early public roles recorded there include:

Transition into politics
Fact
He joined the Bharatiya Janata Party in 1989. In 1990 he was elected to the Odisha Legislative Assembly from Bonai, and he was re-elected in 1995. Within the party he became District Vice-President in Sundargarh (1991–93), then National Vice-President of the ST Morcha (1993–95).
