Political Journey
Six chapters, from local organising in Bonai to a third tenure as Union Minister of Tribal Affairs. Each chapter gives the dates, the position held, the institution, and a short account taken from the public record.
1982 – 1989
Early public life
After his diploma in 1982, he spent six years with BHEL as an Assistant Foreman in the Power Group of its Construction Division. The Lok Sabha record also lists him as founder General Secretary of the Bonai Mazdoor Sangh, a workers' organisation, and as founder President of two local colleges.
He joined the Bharatiya Janata Party in 1989. His entry into electoral politics followed a year later.
1990 – 1998
First electoral entry
He was elected to the Odisha Legislative Assembly from Bonai in 1990 and re-elected in 1995, and served until 1998. In the same years he held a series of party posts: District Vice-President in Sundargarh (1991–93), National Vice-President of the BJP's ST Morcha (1993–95), National Secretary (1995–97) and, from 1997, State President of the BJP in Odisha.
1998 – 2009
Parliamentary development
He was first elected to the Lok Sabha from Sundargarh in 1998, and re-elected in 1999 and 2004. In these years he sat on the Committee on Official Language (1998–99) and, from 2007, the Standing Committee on Social Justice and Empowerment.
In the party organisation he was again State President in Odisha (2004–06) and then National Vice-President (2006–09). He was not returned in the 2009 general election, and so was not a member of the 15th Lok Sabha. He served a third term as State President of the BJP in Odisha from 2009 to 2011.
1999 – 2004
Union responsibility
The Ministry of Tribal Affairs was set up in 1999, when the Ministry of Social Justice and Empowerment was bifurcated. PIB records that Jual Oram "was sworn as the first Union Minister for Tribal Affairs on 13th October 1999, when Prime Minister Shri Atal Bihari Vajpayee created the Ministry." He held the portfolio until May 2004, as the first minister of a ministry focused on Scheduled Tribes.
2014 – 2024
Return to Parliament
He returned to the Lok Sabha in 2014 and was again appointed Union Cabinet Minister of Tribal Affairs, serving from May 2014 to May 2019. The Lok Sabha record lists the dates as 27 May 2014 to 25 May 2019. From 2012 to 2014 he had also been a National Vice-President of the BJP and a member of its Central Election Committee.
Re-elected in 2019, he did not hold ministerial office in the 17th Lok Sabha. Instead he became Chairperson of the Standing Committee on Defence on 13 September 2019, and a member of the General Purposes Committee from 21 November 2019.
2024 – present
Current national role
He was elected to the Lok Sabha for a sixth time in 2024. President Droupadi Murmu administered the oath of office at Rashtrapati Bhavan on 9 June 2024, and he took charge of the Ministry of Tribal Affairs on 14 June 2024. This is his third tenure in the portfolio.
The Ministry's work in this tenure includes the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, the continued roll-out of Eklavya Model Residential Schools, the Adi Karmayogi governance programme and the RISA brand for tribal crafts.
